To follow out the application of power to the propulsion of vessels and trains, with the many abstruse problems that would of necessity be involved, would be to carry this work far beyond the limits within which it is most likely to be useful to the apprentice engineer; besides, it would be going beyond what can properly be termed manipulation.Drilling, more than any other operation in metal cutting, requires the sense of feeling, and is farther from such conditions as admit of power feeding. The speed at which a drill may cut without heating or breaking is dependent upon the manner in which it is ground and the nature of the material drilled, the working conditions may change at any moment as the drilling progresses; so that hand feed is most suitable. Drilling machines arranged with power feed for boring should have some means of permanently disengaging the feeding mechanism to prevent its use in ordinary drilling.

On this point we will content ourselves with mentioning one instance out of many, the recent declaration of Mr. Herbert Spencer that his whole system was constructed for the sake of its ethical conclusion.101
It was stated later on that the German authorities punished the culprits and had them executed at Aix-la-Chapelle; De Tijd of August 31st, 1914, also reported it. But the action of these soldiers was not worse than that of generals who had entire cities destroyed and civilians killed by the hundred, but were always screened by the German Government.
